As part of the certification process for Medicare and Medicaid, state surveyors conduct unannounced visits to care centers to check compliance with federal and state participation requirements. The survey assesses whether the quality of care, as intended by the law and regulations and as needed by the resident, is being provided in the care center. Surveyors also determine compliance with regulations governing areas such as residents’ rights, confidentiality, and quality of service.
When the surveyors conclude a “deficiency-free survey,” this indicates that at the time of the survey, all services provided at the care center met or exceeded all state and federal standards.
